Tiny Emily disobeyed her owner. He is explaining to her how she will be punished. More than likely she will need to spend an entire week in her Emily-sized cage.

A disobedient little woman deserves more than to be punished in her cage. Perhaps some sessions with "specialized tools" will teach her to obey quickly and properly.

Also, it helps to tape her down to a table to keep her in one spot while using the tools.
