It's the original cover for an old paperback, The Reassembled Man. No SW content, I guess the art's figurative seeing what the main character was up to in the story.

Frank Frazetta was part of the "EC gang". He mostly inked Al Williamson's stories, but he did contribute one story on his own, "Squeeze Play", the cover story for Shock SuspenStories #13 (March 1954):

Frank Frazetta also drew a cover for a Buck Rogers comic book that was rejected. So it was retouched and used by EC for the cover of Weird Science-Fantasy #29 (June 1955):
