Why can't I access the site from my home network but I can from a different IP?
That shouldn't be an issue.
Edit: I just confirmed it's an IP block from your end.

For anyone facing a similar problem.
The list of blocked IPs comes from "stop forum spam" if you think you are blocked for no good reason, you can try to remove yourself from the list
