Maybe a combination of Ami and Yumi smelling like cat food, and the cats being mad that their owners tried to give them a bath? ("Cats hate water.")

Or maybe cats just like to chase and torment tiny creatures?

Warning: SM. (Though Willie Whopper was voiced by a woman, Jane Withers, aka "Josephine the plumber" from Comet commercials.)

Them smelling like cat food had 0 part in at as Ami notes that the tuna chunks don't smell new and improved; meaning that if the smell got on her and Yumi, Jang Keng and Tekirai are going after them in spite of it not because of it.

Them being mad at Ami and Yumi for trying to give them a bath makes enough sense but why would they so quickly resort to something as uncalled for as trying to eat them?

"Small Stuff" is the only episode of Hi Hi Puffy Amiyumi that I've watched. So I don't know how the characters usually behave. Were the cats ever mean to Ami and Yumi in other episodes? Garfield can be mean to his owner. (Though sometimes Jon did something to deserve it, like giving Garfield a "hamburger" made of rubber.) Garfield also beats up Odie. (I'm mainly going by the comic strip, not the TV specials.) Cats were often portrayed as evil in old cartoons, like Sylvester and Katnip. (But Tom usually isn't interested in eating Jerry, just teasing/tormenting him. In "Jerry and the Lion", Tom gets upset when he thinks that Jerry has actually been harmed. Tom and Jerry have a bond, and sometimes team up to beat a common enemy. Little Roquefort and Percy also have a bond, as seen in cartoons like "Pastry Panic" and "Mouse Menace".)

I also haven't watched any other episodes of Hi Hi Puffy AmiYumi so we'll need to get in contact with someone who's consumed every piece of Hi Hi Puffy AmiYumi as there Jang Keng and Tekirai licked Ami and Yumi free from a giant lollipop they were stuck to at the start of Kaznapped (a tie in game for the series).
