What movie is this image from?

Everywhere I see that this image belongs to the movie Dr.Cyclops, but I couldn't find this scene even though I watched the movie. I wonder what minute of the movie is this scene?

That's because they weren't from the actual film. Those are production stills that they used to promote the film. Sadly, there wasn't a scene that had Dr. Thorkel handling the female scientist.
