The kids in the original and the sequels are all playing the role of minors, if not actual minors. But since there is no obvious sexual content and I believe the movie was made in Germany, so I don't know their standards, there shouldn't be any problems there. Just like the US made "Honey, I shrunk the kids", et all.
Even "The Borrowers" 2011 had minors as the main characters. In "The Borrowers" 2011, Arrietty was 14 and James was 11, I think. No sexual content other than him holding her by the ass in the slingshot scene and her, stripping down to her capris and blouse, lying on his pillow next to him as he's staring at her, in bed. Yeah, it's there, but gets past the censurers.
Lina Huesker was 17 when the movie "Help, I shrunk my friends" was made. Aisling Loftus, Arrietty in "The Borrowers" 2011 was around 21 but played a 14 year old.
